PURPOSE:To always ensure the effective control properties by using a gain controller which changes the gains of a constant voltage control system so that the satisfactory response properties in response to the produced system voltage deviation. CONSTITUTION:A controller 70 contains a gain regulator 20 and fetches the system voltage via a potential transformer 13 to compare it with a reference voltage level VREF. Thus the voltage deviation value epsilonV is obtained. Then the control gain corresponding to the short-circuit capacity of the system is obtained by the regulator 20 in accordance with said deviation value epsilonV. Based on this control gain, a switching element 3 undergoes the control of phase via a constant voltage control circuit 15 and an automatic pulse phase shifter 16. As a result, a reactive power compensator is controlled at all times with the optimum gain and therefore an SVC function is never saturated.
