PURPOSE:To uniformly irradiate the sample by using an external neutron source and to detect generated neutrons by arranging pipes where neutron detectors and neutron source capsules move so that the outer periphery of the sample is surrounded. CONSTITUTION:This measuring instrument is equipped with the external neutron source 14 for neutron irradiation, the neutron detector which detects neutrons emitted by the sample 16, capsules 13, 17 and 18 which contain the neutron source 14 and neutron detector, the pipes 1 and 6 which are arranged to surround the outer peripheral surface of the sample and allows the smooth movement of capsules 13, 17 and 18, and a driving device which moves the capsules 13, 17 and 18 in the pipes 1 and 6. The pipes 1 and 6 are arranged spirally on the outer periphery of the sample. Then the capsules 13, 17 and 18 are moved by the driving device in the pipes 1 and 6 at a constant speed while they maintain constant intervals; and the sample 16 is irradiated with neutrons and neutrons emitted by the sample before and after a certain period of irradiation detected by the neutron detector.
