PURPOSE:To speed up and stabilize a noise removal by providing an extraction means for the average level of object signals and a substraction means subtracting said level from a target signal and deciding a coefficient for correcting a noise component based on detected results from a noise component correction time detection means. CONSTITUTION:The average level extraction means 2 always extracts the average level dm of the object signal d(t). As for a prescribed phase (k), a synchronizing type adaptation means 1 inputs an output signal from the subtraction means 3, and generates the noise component yk(i) according to equation I. A correction coefficient decision means 6 decides the correction coefficient alpha within a range of 0<alpha<1 based on the results that the correction time detection means 4 detects. The noise component yk(i) that the synchronizing type adaptation means l generates is substracted from the object signal dk(i) to obtain the target siganl ek(i). If said processing is applied to other phases sequentially, the noise component y(t) converges on a value obtained by subtracting the average level of the object signals d(t) from the object signals d(t).
