PURPOSE:To obtain an agent to be applied to the surface of leaf, usable as a liquid fertilizer, producible at a low cost and exhibiting excellent effect at a low rate of application, by introducing a proteinous waste water into a depolymerization tank containing a specific carrier, thereby depolymerizing proteins, etc., to form amino acids and monosaccharides. CONSTITUTION:A proteinous waste water or a treating water is introduced into a depolymerization tank containing a carrier having immobilized protease and alpha-amylase or microbial cells containing the above enzymes. The protein and polysaccharide in the water are depolymerized in the tank to form amino acids and monosaccharides or oligosaccharides. The product is filtered after pH adjustment to obtain a foliar scattering agent usable as a liquid fertilizer. EFFECT:An excellent effect can be attained even by the application of a small amount of the agent since the agent contains proper amounts of sugar, potassium and phosphorus in addition to nitrogen effective in increasing the sugar content of fruit.
