PURPOSE:To switch the changeover of a system subroutine without stopping the operation system by providing a tentative changeover means switching the secondary storage area accessed by a program and a secondary storage area changeover means. CONSTITUTION:If a revision takes place in a system subroutine in operation while stored in a secondary storage area 5, the system subroutine 6 after revi sion is stored in the secondary storage area 1 by using a storage means 2. Then the tentative changeover means 3 switches the secondary storage area accessed by a program 7 from the secondary storage area 5 into the secondary storage area 1 to confirm the operation of the program 7. In switching the area as the system subroutine as the result of the confirmation of operation, the secondary storage area 1 is switched as the secondary storage area 5 by using a secondary storage area changeover means 4 and when the area is not switches the system subroutine, the tentative changeover means 3 switches the secondary storage area accessed by the program 7 into the area 5.
