PURPOSE:To prevent heat generation and decomposition of a threadlike material due to frictional force between the spool of the thread-like material and a touch roll, by providing a drive device to the touch roll which makes in contact with the outer surface of the spool in order to detect the peripheral speed of the spool. CONSTITUTION:A touch roll 17 making into contact with the outer peripheral surface of a spool (a) and moving together with a bracket 15 in accordance with the wind-up diameter of the spool (a) detects the rotational speed or the peripheral speed of the spool (a) with the use of a rotational speed detector 18, and therefore, the rotational speed of a bobbin motor 2 is controlled. This touch roller 17 is rotated driven in association with the rotation of the spool (a) when compressed air is blown onto blades 21 from blow-out holes 22a in a drive device 20. Accordingly, a required rotational drive power for the touch roller 17 is given by about 90 % by the drive device 20 and by about 10 % by the spool (a). Thus, the drive powers for a spindle 1 and the touch roll itself and the contact pressure therebetween may be greatly reduced, and therefore, it is possible to prevent heat generation and decomposition of the thread- like material due to friction force, thereby it is possible to obtain high speed operation.
