PURPOSE:To select optimum sampling period and threshold value while collecting data by selecting sampling period and threshold value according to magnitude of collected variation value and stored preceding transmission variation value. CONSTITUTION:A variation detecting section 22 compares an inputted variation value A and stored preceding transmission variation value C and outputs the difference D to a sampling period and threshold value setting section 24, and further compares the difference with a threshold value E given beforehand. When the difference exceeds the threshold value, the section outputs the variation value A to a transmitting section 23, and at the same time, replaces the variation value A with the preceding transmission variation value C. The sampling period and threshold value setting section 24 inputs the difference of variation values and when, for instance, the difference D is larger, shorten the sampling period B and increases the threshold value E, and when the difference D is smaller, makes reverse operation according to preset rules and indicates the sampling period B to an inputting section 21 and the threshold value E to the variation detecting section 22 respectively. A transmitting section 23 transmits inputted variation value A to a receiver 3.
