PURPOSE:To prevent the adhesion increasing powder from scattering or freezing, by surrounding an adhesion increasing-powder-supply-pipe with a compressed-air- supply-pipe in such a manner that the air pipe is projected from the powder pipe together with surrounding the compressed-air-supply-pipe with an antifreezing means. CONSTITUTION:A solenoid valve 11 is put in an open state through magnetizing, and compressed air is jetted from a compressed-air-supply-pipe 18 via a suction pipe 12. As a result, adhesion increasing particles 10 in a reservoir chamber 14 pass through a powder-supply-pipe 17 and is blasted off together with the compressed air. With this contrivance, since the compressed air forms an air curtain, it can be prevented that the powder 10a is scattered by the wind influence. In addition, when the atmospheric temperature is low, an antifreezing means 19 consisting of a heater etc. comes under operation in order to prevent the freezing of the adhesion increasing particles 10. With this constitution, both scattering and freezing of the powder can be prevented.
