PURPOSE:To obtain a high resolution picture with less erroneous detection by selecting a vertical LPF for a picture with many high frequency components in a horizontal direction, a horizontal LPF for a picture with high frequency components in a vertical direction and a two-dimensional LPF for all pictures except for the two pictures in accordance with a result detected by a back-end filter. CONSTITUTION:A signal 1a inputted from a communication line 12 turns out to be an output signal 1b through the horizontal LPF, an output signal 1d through the vertical LPF and an output signal 1c through the two-dimensional LPF. Where a left-hand omitted sampling point beta and a right-hand omitted sampling point gamma on the previous line viewed from a notice point alpha in a space, and a left-hand omitted sampling point deltaand a right-hand omitted sampling point epsilon on the next line viewed from the notice point alpha are considered notice points, the selection of one out of the horizontal LPF, the vertical LPF and the two-dimensional LPF is made at the notice point alpha according as which change is larger in the horizontal or vertical direction, and a changeover switch 46 is switched. A selected signal 1h is added to a signal 1i, and outputted as an interpolated digital video output signal 1j out of a digital output terminal 48.
