PURPOSE:To obtain the binary converting image of a multi-value image by obtaining the average value of the picture element group of(mXn)pieces extracted from the multi-value image, by assigning a binary picture element pattern with the value obtained by removing the data of the number of the minimum bit to be able to express the(mXn)from a higher order as a code to express the binary converting picture element group of the multi-value picture element group of the area of the (mXn)pieces. CONSTITUTION:A multi-value image memory 1 receives a multi-value image memory address transferred from a system control part 3 and a reading signal and outputs the value of the picture element to a multi-value image bus 23. A successive adder 4 makes an internal register into 0 with a clear signal 12, the value of the internal register and the value on a multi-value image data bus 23 are added and stored by an adding requesting signal 13 and the value of the internal register is always outputted to a bus 24. A register 5 outputs the data of higher order 4 bits on the bus 24 to a bus 25 with a latch signal and makes them into the code of the binary converting picture element of 16 picture elements in the multi-value image. A binary picture element pattern matrix memory 6 outputs the data to a bus 26 by the data and the memory reading signal on a bus 25 and writes them to the address shown by the output value on a bus 22 by a writing signal 16 from the control part 3 with a binary image memory.
