PURPOSE:To control an increased diameter caused by winding stably, by using in parallel a circuit for controlling a traveling speed of a long member to make it coincide with a set value and a circuit for calculating a winding ratio of the traveling speed of the long member and a rotating speed of a winder by use of a divider for absorbing a mechanical vibration of low frequency. CONSTITUTION:When an expandable long member 7 is wound, a mechanical vibration of very low frequency is produced due to the expansion and contraction of the long member 7 and a slip produced between a traveling speed sensing roller 8 and the long member. There are provided a PI regulator 21 for regulating a traveling speed of the long member to a set value and a a divider 24 for calculating a winding ratio based on the traveling speed of the long member and a rotating speed of a winder 6. A divider 25 calculates a ratio of the input signals from an adder 22 and the divider 24 for making it a target rotational speed and the rotational speed of the winder 6 is controlled so that it coincides with the target value. With this arrangement, the mechanical vibration of low frequency is absorbed, whereby an increased diameter caused by winding is controlled stably.
