PURPOSE:To alternately execute the writing, to execute the inverting reading and to execute the phase inversion of a picture signal at a real time by building to two systems of the waveform memory to record successively a scanning signal. CONSTITUTION:A scanning phase inverting device is simply composed of a scanning phase inverting part 14, a video synchronizing signal removing part 21 and a synchronizing signal synthesizing part 23. The scanning phase inverting part 14 is composed of a A/D converter 15, the first waveform memory 16, the second waveform memory 17, a D/A converter 9 and a control logic 18 to control these timings, etc. A vertical blanking signal 9 of a signal 22 is used as a starting resetting signal and the resetting of respective waveform memories 16 and 17 is executed. Thus, a scanning phase inverting action is started from the waveform memory 16.
