While each vector data is converted in response to the ratio of reduction to the element turned into a vector if the element size is larger than the designated size. The data on the elements like coded characters, marks, etc., segmented from the picture data are produced by converting only the position information on a center where the elements exist according to the ratio of reduction of the dictionary 9 together with the coded data kept as it is.
