The invention relates to rotating impact shears which are used in particular for cutting off steel bar in small-section and wire rolling mills. The solution according to the invention is characterised in that a hollow shaft with the blade drum as well as a coaxial inner shaft with the impact shears are mounted in the housing of the rotating impact shears. Furthermore, an exchange cassette with a displaceable cutting punch is located in the blade drum, which cutting punch has as top piece an impact plate with a bevel which corresponds to the same bevel of the impact head located in the impact disc and the directions of movement of which before the start of cutting lie in the same rotary plane. The cutting punch, to which the interchangeable impact blades adapted to the respective profile of the rolling stock and the highly wear-resistant impact plate are fastened, has a T-shaped cross-section; the width of the narrow web corresponds to the blade width. The exchange cassette in the blade drum is held by means of quick release clamping devices locking in the axial and radial direction. A resetting device on the housing of the shears is arranged in the circular path of the cutting punch.
