PURPOSE:To permit the breaking of waves by mooring a water-impermeable horizontal plate whose length in the advancing direction of incoming waves is almost the same as the depth of water at a fixed depth down from the water surface. CONSTITUTION:A water-impermeable horizontal plate 1 with a length of s.h (where s is about 1.0) and a width of d.h (where d is about 0.1 or less) is moored at a depth of q.h (where q is 0.1-0.2) down from the water surface by means of mooring cables 2 and 3 the seabed in sea area of water depth (h). In this case, the length of the plate 1 in the advancing direction He of incoming waves is controlled to be much the same as the water depth (h) so that waves are reflected, broken, and damped on the upside and downside of the plate 1 for breaking of waves. The waves are further damped by using the plate 1 having roughened upside or both sides.
