PURPOSE:To readily obtain the titled compound useful as a polymerization catalyst for producing polysiloxane, by dissolving a quaternary phosphonium halide in a solvent, e.g. water, a lower alcohol, etc., and brinding the resultant solution or dispersion into contact with a strong basic anion exchange resin (OH type) to carry out ion exchange. CONSTITUTION:A quaternary phosphonium halide expressed by formula I (R<1>-R<4> are 1-8C alkyl, phenyl or benzyl; X is Cl, Br or I), e.g. tetra-n- butylphosphonium bromide, etc., is dissolved or dispersed in a solvent which is water, a lower alcohol or hydrous lower alcohol and the resultant solution or dispersion is then brought into contact with a strong basic anion exchange resin (OH type) to carry out ion exchange. Thereby the aimed compound expressed by formula II, e.g. tetra-n-butylphosphonium hydroxide, etc., is obtained.
