PURPOSE:To early and accurately detect abnormality in an on-line system network by monitoring an abnormal signal from a network side control device by a system operation monitoring device and informing the abnormal status to a CPU through a host interface control part. CONSTITUTION:When an abnormal signal is transmitted from the network side control device, a differential circuit in an abnormal signal detecting circuit part 6 detects a changing point of the abnormal signal and sets up a flip-flop (FF), so that a timer part 5 is started to count up by the FF setting signal. A prescribed time for time-out is previously set up in the timer part 5 by a control part 4. The timer part 5 is reset by resetting the abnormal signal or an indication outputted from the control part 4. When the time-out the timer part 5 is generated, the timer part 5 generates time-out interruption to the control part 4, the control part 4 interrupts the abnormal signal detection of a central control part 1 and the central control part 1 checks the interruption factor and starts a host interface control part 7.
