PURPOSE:To simplify a circuit and to save a required memory by providing an exclusive buffer storing a lateral width expanding/contracting data and generating the lateral with expansion/contraction in parallel with the expansion decoding. CONSTITUTION:An MR compression data d1 is decoded into a picture data D1 and inputted to a buffer 2. The data D1 is subjected to lateral width expansion/contraction, the result is stored in a buffer 5 and sent to the post- stage processing circuit as an expanded data D11 at every production of one line of picture. An MR compression data d2 is expanded by an expansion decoding circuit 1 while referencing the decoded data D1 of the picture data stored in the buffer 2 and the resulting data D2 is stored in the buffer 3. The buffer 5 is rewritten into the lateral width expansion compression data D21 in parallel with the data production of the buffer 3. Thus, the circuit is simplified and the required memory is saved.
