PURPOSE:To develope prominent heat exchanging performance and facilitate the maintenance and management of the title device by a method wherein an annular heat exchanging air passageway is formed between the outside surface of a column type member and the inside surface of a cylindrical duct, at least one side of both side surfaces is formed with a heat exchanging surface having heat exchanging function and one end side of the heat exchanging air passageway is provided with a ventilating means to generate spiral airflow in the same passageway and blow off suction air from atmosphere through the other end side of the same passageway. CONSTITUTION:A cylindrical duct 1 is arranged with a spiral refrigerant passageway 1a lengthwisely in the part of the thickness thereof while a heat exchanging surface is formed on the inner surface thereof. A column type heat exchanger 2 is formed with the heat exchanging surface on the outer surface side thereof through the refrigerant passageway 2a in the same manner. A fan case 5, accommodating a ventilating means (sirocco fan) 6, is arranged at the inlet port side 4 of the annular heat exchanging air passageway 3 formed between the inside surface of the cylindrical heat exchanger 1 and the outside surface of the column- type heat exchanger 2. The sirocco fan 6 is arranged at one end of the column type heat exchanger 2 and is rotated by a motor whereby sucks outside air and flows the air to the heat exchanging air passageway 3 as a spiral air stream.
