PURPOSE:To decrease the space between a strip and electrodes without sparking by providing end insulating plates on both sides of electrode bodies in the transverse direction of the strip and disposing plural arrays of V-shaped main insulating plates between the end insulating plates. CONSTITUTION:A pair of the electrodes 7 are properly spaced from each other and are disposed to sandwich the strip S from both sides. The electrodes 7 are constituted of the end insulating plates 16 and main insulating plates 17 attached to the opposed surfaces of the electrode bodies 15 and the strip S. The end insulating plates 16 are extended to both ends of the electrode bodies in the moving direction of the strip in the direction perpendicular to the moving direction of the strip. Plural arrays of the main insulating plates 17 are provided to the V shape extending to both sides diagonally from the upper stream side in the moving direction of the meandering strip S with the main insulating plates 17 is obviated, by which the sparking by the contact of the strip S with the electrodes 7 is surely prevented.
