PURPOSE:To permit a full automatic correct splicing of papers, by providing transparent sensors for sensing, a limit switch, and a chucking unit with a side-lay device for correctly splicing a new winding paper and an old winding paper when papers of a printing machine are to be spliced. CONSTITUTION:A turret arm is turned to place an old winding paper P0 at a paper splicing position. At the time, the paper splicing position is swung to an operating position. Under such a state, a sensor holder 70 is moved towards the left side. At the time, the winding paper P0 is inserted between transparent sensors 79, 80 and when the sensors 79, 80 sense its side edge, a control circuit 84 stops a motor 72. Then, a chucking motor is driven to move a new winding paper P to the right side and when the edge of the new winding paper P makes contact with a limit switch 82, the chucking motor stops. At the time, the new winding paper P is aligned with the winding paper P0 in the axial direction. Next,the sensor holder 70 is moved to a waiting position so that a paper splicing is effected.
