PURPOSE:To facilitate the formation of a phosphor conformed to a segment electrode surface irrespective of size of each segment electrode and length of an electrode interval, by impressing voltage in space between a segment electrode train and a counter electrode, while letting phosphor particles perform electrophoresis, and making these phosphor particles stick to an exposing part of the said segment electrode. CONSTITUTION:A substrate 1 is held on a substrate mount 25, while a counter electrode 19 is set up in opposite to an exposing part 2b of a segment electrode train in keeping the specified interval. When an intermediate gear 23 is rotated by a motor, two sets of geared motors B1 and G2 operate so that dispersion solution 20 is sucked by each of grooves 11a and 11b and in turn, discharged to grooves 11b and 12b, entering the inside of a pipe 16 by way of 3each of blocks 14 and 15, and spouted out of a slit 18. The dispersion solution spouted out of this slit 18 flows in a sense almost orthogo nal with an array direction of the segment electrode train 2b along the substrate 1. Thus, feed of the dispersion solution to the segment electrode train is optionally adjusted whereby formation of a phosphor screen at optimum electrophoretic conditions comes to be possible.
