PURPOSE:To decrease the time disabling the reception of an incoming call by registering a telephone set for incoming call reception with priority in advance and selecting a private line to be connected and not in use in the high priority automatically to allow a registering user to use any telephone set to be registered. CONSTITUTION:When a telephone set used normally by a desired called party is busy, a ling number decision circuit 7 refers a line state storage device 8 to check the operating state and the number of a private line which has the highest priority and it not in use to be connected to the other telephone set stored in a line number priority storage device 9 is decided and an exchange circuit 5 connects the private line and the caller line. If all telephone sets 4-1-4-n relating to line numbers 3-1-3-4 stored in the line number priority storage device 9 are all in use, a busy signal is replied to the caller telephone set. If no person exists near the telephone set used normally by the called party desired by the caller or the telephone set relating to the line number decided by the line number decision circuit 7, an absence discrimination circuit 6 discriminates the absence and the line number decision circuit 7 decides a line having the 2nd highest priority and not in use and the exchange circuit 5 connects the lint to the caller line.
