PURPOSE:To improve the efficiency of power conversion by combining a rotor, on the circumference of which are provided a plurality of blades, with another rotor, on which are provided mating parts for these blades so as to perform a synchronous rotation, and then, introducing a high-pressure fluid into an operation chamber between the two rotors so as to perform power generation. CONSTITUTION:A blade supporter 4 which is supporting blades 2 is provided in such a manner that it comes in close contact with the circumference of a stationary hollow substance 11 so as to rotate in one with the rotating hollow substance 9, and then, a rotor 1 is made up of the blades 2 and the blade supporter 4. In addition adjacently to the rotor 1, another rotor 5, on the circumference 6 of which are provided mating parts 7 into which the blades 2 are telescoped, is supported so that it may be free to rotate. And further, an operation chamber 8 is partitioned between the two rotors 1, 5 by way of causing the rotors 1, 5 to rotate synchronously, by means of a timing gear, in the opposite direction to each other, and bringing the circumferential part 6 of the rotor 5 into close contact with the stationary hollow substance 11. And moreover, power is obtained through rotating the rotors 1, 5 by the expansion of a high- pressure fluid which is introduced from an inflow part 12 into the operation chamber 8.
