PURPOSE:To enable an engine speed to be maintained to the initial preset value in no relation to a change of timing rack, by respectively providing an adjusting unit, which adjusts a correction amount of each rack corresponding to an output amount of a governor, between an output end of the governor and a pump rack and a timing rack. CONSTITUTION:A positioner 3 is connected with an output end 1a of a governor 1 through a lever 2, and a position of a pump rack 5 can be set to the desired position by action of the positioner 3 through a link 4. While a position of a timing rack 6 can be set to the desired position by action of a positioner 8 through a link 7. And each positioner 3, 8 actuates the links 4, 7 so that their moving amount respectively obtains lp, Ra corresponding to a control air pressure from a control air line 9, while the control air pressure is controlled by handling a control handle 14 to open and close a pressure reducing valve 11. While the governor 1 is actuated for ensuring an injection quantity Q meeting a load L.
