PURPOSE:To obtain a sealing agent which can be easily filled, has excellent elasticity and is suitable for use in civil engineering and water supply works, by mixing an aggregate comprised of rubber pieces with a binder comprised of a flexible epoxy resin or urethane resin. CONSTITUTION:100pts.wt. rubber pieces comprised of rubber particles having such a particle size distribution that the proportions of particles having a diameter of 50mu or less and particles having a diameter of 1,000-550mu are 87% and about 13%, respectively, is kneaded with about 70pts.wt. flexible epoxy resin to obtain a major agent. Separately, 100pts.wt. aggregate comprised of rubber pieces is kneaded with about 70pts.wt. flexible epoxy resin curing agent to obtain a curing agent. The major agent and curing agent are mixed in a weight ratio of about 1:1 in a putty form.
