PURPOSE:To execute an initial program transfer having a high reliability by transferring an initial program by the same bus cycle from a file memory of a system which goes to a processing executing system to all system temporary memories containing the own system. CONSTITUTION:After a start, a file memory 1.4 executes directly a transfer of a program to a temporary memory 1.2 of the own system, but in such a case, it is transferred to a holding system temporary memory 2.2, too, through an information transfer device 1.3 and 2.3 in the same bus cycle. The file memory 1.4 confirms the respective response signal inputs and ends the bus cycle which is being executed. At this time point, in the temporary memory 1.2 and 2.2, a data which is transferred by the bus cycle is written, and by repeating the same bus cycle, the transfer of the program to both of the temporary memory 1.2 and 2.2 is completed by the time being about the same as the case when the transfer of an initial program is executed only to the temporary memory 1.2.
