PURPOSE:To facilitate assembling operation by extending a spring member which energizes a hub lock plate toward a lock position between a spring receiving rib provided to a hub lock pressure plate and the hub lock plate. CONSTITUTION:Hubs 3 to be wound with a tape 2 are put rotatably in a main body case 1 and the hub lock pressure plate 12a is stacked on the internal surface side of the upper wall 8 or lower all of the main body case 1 and coupled in one body across a gap. Then, the hub lock plate 17 for stopping rotations around the hubs is mounted slidably in the gap between the lock position where it contacts the hubs 3 and an unlock position where it disengages from the hubs 3, the spring receiving rib 29 is provided to the hub lock pressure plates 12a opposite the hub lock plates 17, and the spring member 22 which presses the hub lock plate 17 toward the lock position is extended between the spring receiving rib 29 and hub lock plate 17.
