A device and a method for managing a plurality of certificates are provided to manage and verify the certificates issued from a plurality of CA(Certificate Authority) in a low performance device by using a low performance file system, and efficiently manage each certificate if the low performance device stores the certificate issued from the top CA. A certificate search table(423) includes information for the plurality of certificates(429). The low performance file system(427) extracts the corresponding certificate among the certificates by referring to the certificate search table based on an ID of the top CA and public key information of the certificate of the CA, which issues a host device certificate, received from a host device(410). A certificating module(425) uses the extracted certificate to verify the host device certificate. The certificate search table includes a certificate type, the CA ID, certificate public key information, and certificate location/length information.
