PURPOSE:To reduce the generation of ozone at the time of discharge by specifying the surface roughness of a surface contacting with the discharge electrodes of a dielectric substance. CONSTITUTION:The discharge electrodes 4 are fitted to the surface of the dielectric layer 2 on a solid discharge device SSC1 and counter electrodes 5 are formed in the dielectric layer 2. When an AC voltage Vac is impressed between the electrodes 4 and 5 by an AC power supply 10, a discharge phenomenon is generated and electrons or ions 3 are generated around the electrodes 4. When the SSC1 is used as an electrostatic charger and destaticizer, the charged surface of a charged body 13 is opposed to the surface forming the electrodes 4, a DC control power supply 11 is connected between the electrodes 4 and the electrode of the charged body 13 and a DC voltage Vc is impressed. The surface roughness on the surface contacting with the electrodes 4 of the dielectric substance 2 is <=25mumRa in the average roughness on the center line.
