PURPOSE:To output a video signal which makes an excellent picture by providing a scanning changeover means to vary the horizontal-scanning times within the vertical scanning period of the first video signal and a means to selectively switch between the output of the said changeover means and the second video signal. CONSTITUTION:To an input terminal 1, a video signal of NTSC system with 525 scanning lines and 2:1-interlace is inputted. An interpolation circuit 2 generates signals respectively corresponding to the second and the first field scanning-line position from the first and the second field signals of the inputted video signal of NTSC system by means of line interpolation to obtain approximately 525 pieces of horizontal scanning signals for one field of the video signal of NTSC system. When a changeover switch 5 is connected to a contacting point (b), a video signal Vb of 1,051 pieces of scanning lines and 2:1-interlace system in inputted to a H.V synchronizing separator circuit 6, while a horizontal deflection signal is obtained from a H.PLL 9. As a result, video signals of different signal-formation can be outputted as an excellent picture.
