PURPOSE:To easily describe operation contents by providing a table where objects of control are registered by analyzing and classifying control operation contents by several patterns and providing and using a table where the order of combinations of several classified operation patterns is registered. CONSTITUTION:A program is divided into operation unit programs 23 and the table 12 where objects of control that those operation unit programs are put in charge of are registered and the table 11 where the combination order of those operation unit programs is registered are provided in a memory: and the operation unit programs and the objects of control of the operation unit programs are given numbers respectively and thus registered in the table where their numbers are registered and in the table where the combination order is registered, thereby determining operation order. The program is therefore not modified and the data registered in the tables are only modified to vary the contents of control, thereby shortening the startup time of a system.
