PURPOSE:To correctly decide a small character written by a person who writes largely a character as a whole by executing the decision of the small character based upon the size of the average character of an input character. CONSTITUTION:A small character possible character detecting part 9 detects that the recognizing result is the character having the possibility to come to be the small character of 'a', 'b',...'f', etc. An OR gate 10 generates the output when either of plural small character possible characters is selected. An average value calculating part 11 calculates the mean value AP of a size P of an input character. A comparing part 12, when the output of an OR gate 10 is generated, compares the size P of the input character and the mean value AP, and generates the output when the ratio P/AP is smaller than a prescribed value (a). An output part 7, when the output of the comparing part 12 is not executed, reads and outputs the character code of the large character corresponding to the recognized result from a character code memory 8, and when the output of the comparing part 12 is executed, the character code of the small character corresponding to the recognized result is outputted.
