PURPOSE:To prevent the occurrence of a fire even if spark is dropped when a work, e.g. welding, takes place in an oil tank, by a method wherein, after water is sprayed against a water retension covering material to cause the material to contain water, a repiar work in the oil tank takes place. CONSTITUTION:After a side wall reinforcing material 4 and the surface of oiliness sludge 10 gathering on a tank bottom 3 are covered with a water retension material 11, a worker 3 sprays water by means of a spray gun 12 to cover the surface of the oiliness sludge 10 with the water-contained water retension material 11. Thereafter, a worker15, conducting a repair work. e.g., cutting, welding, enters the tank 1, and a work for a repair spot A is executed by the use of a tool 14.
