PURPOSE:To realize an encoding of high data compressibility by performing the second encoding which differs corresponding to a transmission opposite on a picture code encoded and stored. CONSTITUTION:A picture data VD from a scanner 1, and separately from that, a clock signal CLK synchronized with above data and a line enable signal LEN as a mask signal which represents the output period of one line of the picture data are supplied to an encoding circuit 2. The encoding circuit 2 performs an encoding fundamentally where a run-length code is used, but, a code data outputted from the encoding circuit 2 is used as an intermediate code, and is converted to an encoded data, such as an MH code, an MR code, or an MMR code, etc., corresponding to the transmission opposite. Thus, the encoded data is modulated at a modulator 4, and is sent to a demodulator 5 through a transmission line. At the demodulator 5, a data demodulated from the MH code, etc., is demodulated again as the intermediate code, a required picture data being obtained.
