PURPOSE:To shorten the deciding time for genuineness of the print of seal impression to be collated by giving a comparatively fine rotation to a position matching part within an angle range where a rotational angle setting part generally has a high degree of coincidence and then giving a comparatively rough rotation to the matching part in other angle ranges. CONSTITUTION:Two prints of the same seal impression are collated with each other. In such a case, the changing width theta1 of a rough rotational angle produced by a position matching part 4 is set at the value of a table 1, for example, according to the sections of coincidence in consideration of a fact that the ranges of rotational angles having the >=70%, >=60% and >=50% degrees of coincidence are set in the ranges of about 15 deg., about 30 deg. and about 40 deg. respectively. While the changing width theta2 of a fine rotational angle produced by the part 4 is set in the rotational range larger than the 70% degree of coincidence obtained by the rough rotation. Then 9 deg. is set before and after the rotational angle that secures the maximum degree of coincidence and furthermore the changing width of 1 deg. is set as the value necessary and sufficient to obtain the maximum degree of coincidence within said range.
