PURPOSE:To eliminate the stop of a gate pulse generator due to a defective phase in a waveform distortion by not immediately stopping the operation even if the fact that a gate pulse is not output is detected, and returning a signal to a controller to forcibly advancing the phase. CONSTITUTION:When a gate pulse 11 is not output for some cause, the output 16 of a NAND circuit 14 is input to a detector 21 and a timer 17. The detector 21 outputs a gate pulse output or signal 22. The signal 22 is transmitted to a controller 23, and input to a phase controller 24, which advances a phase signal forcibly by the signal 22 and emits a PHS pulse 5 of the certain fixed phase. If the state that the gate pulse is not output is continued even if the pulse 5 is advanced and an operation continued for a predetermined time, the timer 17 outputs a defective phase detection signal 12 as a defect signal.
