PURPOSE:To forecast the existence of freezing in the next morning with high probability until 12p.m. in the previous day by finding the minimum load temperature in the next morning on the basis of the forecasting value of the minimum temperature in the next morning and enciphering the time change of atmospheric dew-point temperature which may not be changed sharply in the night on the basis of a recursive formula. CONSTITUTION:The minimum temperature forecasting value tl in the next morning is converted into a signal by a minimum temperature forecasting signal output part 2, inputted to an input terminal 41 of a minimum load temperature computing element 5 and converted into a signal of a minimum load temperature tr on the basis of the recursive formula. Atmospheric temperature and humidity are converted into respective signals by a temperature signal output part 3 and a humidity signal output part 4, inputted to the input terminals 51, 52 of a atmospheric dew-point temperature computing element 6 and converted into a signal for an atmospheric dew-point temperature td. On the other hand, a signal is generated from a sampling command part 12 at an appropriate time after sunset, the calculated value of td is stored in a storing part 7 every 10min, a recursive formula is found out by a formula operating part 8 on the basis of stored data, and a freezing deciding part 9 decides whether the tr coincides with the td within a set time or not and the temperature is reduced less than 0 deg.C or not, sends a sends a freezing forecasting signal to a freezing forecasting output part 10 to generate a freezing forecasting signal.
