PURPOSE:To improve the quality of a reproduced picture by providing a scene- change detecting circuit, a line counter, a quantizer, and a code converter, etc., detecting a scene-change, and so encoding that the picture-change is achieved smoothly. CONSTITUTION:An input animation signal inputted from an input terminal 1000 is supplied to the scene-change detecting circuit 10 and a synchronizing signal generating circuit 12, and the absolute value of a movement correction predicted error is obtained through the circuit 10. When the said value exceeds a threshold, a code 1 is outputted to a control circuit 11. And, a counter value is inputted to a comparator 15 through the circuit 11 and the line counter 13, and is compared with the count value from a line counter 14. The result of the comparason is outputted to a quantizer 19. The quantizer 19 quantizes the predicted error signal when the said result is '1', and outputs the signal to the code converter 23, etc. The converter 23 encodes the signal and outputs it to a buffer memory 24. When the sufficiency exceed the threshold, the memory 24 outputs '1' to the circuit 11. Thus encoding the signal so that the picture is changed smoothly, the quality of a reproduced picture is improved. |
