PURPOSE:To prevent inclusion of impurities in a sintered product and produce a polycrystalline material having a high light transmittance in the sintering of a raw material fluorescent substance by hot hydrostatic pressurization, by using a capsule material covered with a nitride or carbide film. CONSTITUTION:A chamber 10 is evacuated by means of a vacuum pump 7 and a mixed gas is introduced into it from a gas container 8 via a pressure controller 9. In the chamber 10, a capsule material 5 consisting of a high-melting metal such as Ta, Ti or Mo is placed on the anode side and a cathode 6 is placed within the capsule material 5, followed by application of an electric current between the capsule material 5 and the cathode 6 from a direct current source 11 via a stabilizer/resistor 12 to cause glow discharge and formation of a nitride or carbide film 3 on the inner surface of the capsule material 5. Then a raw material fluorescent substance in powder 1 is filled in a capsule 2 and is sintered by the hot hydrostatic pressurization process.
