PURPOSE:To preserve the sequence of a data sent to a reception terminal device by transferring all data received from a transmission terminal equipment to a data transmission processing unit via the same data conversion processing unit and sending a data to the reception terminal equipment. CONSTITUTION:When the data reception processing unit 2 receives one processing unit of data from a data transmission terminal equipment 1, the reception data is transferred to a data conversion processing unit 3 not applying conversion processing. The unit 3 starts the conversion processing of a reception data. When the unit 2 receives the data of the 2nd order processing unit from the terminal equipment 1, the data of the 2nd processing unit is sent to the unit 3 being the data conversion processing unit sending the data of the 1st processing unit. When the unit 3 completes the data conversion of the data of the 1st processing unit, the data is sent to a data transmission unit 5 and the data conversion processing of the 2nd processing unit is started and after the end, the data is transferred to the unit 5. Thus, the sequence of the data sent to the reception terminal equipment is preserved in this way.
