Foil-like surface element which has on its upper side regularly distributed holding members for holding heating pipes for surface heating systems and which is intended to be laid on a heat-insulation layer or on other parts of a floor construction. The surface element consists of a highly flexible plastic support foil (3), on which the holding members are distributed singly over the foil surface as pipe holders. The holding members are provided with cutouts (7, 7') in such a manner that at least two paths arranged at 90 DEG for the pipe (10) to be inserted are provided. <IMAGE>
