PURPOSE:To make it possible to turn up always a substantially uniform number of paper sheets and to feed out them, by lifting up a predetermined number of paper sheets with the use of a turn-up blade, and by gripping them with the use of a suitable clamp device. CONSTITUTION:A paper retainer 33 is advanced and then an elevating bed 2 is raised so that the top surface of stacked paper sheets is made into contact with the retaining surface of the retainer 33. Thereafter, the elevating bed 2 comes to a stop. Then, a turn-up blade 33 is advanced to clamp a predetermined number of paper sheets 1A between the blade 33 and the paper retainer 33 which is then retracted before the turn-up blade 20 is raised to lift up the paper sheets 1A. Under this condition a clamp device 42 is advanced to clamp the paper sheets 1A between a ceiling plate 42A and a clamp pawl 42C, and thereafter, the turn-over blade 20 is retracted. After the turn-up blade 20 is lowered while the paper retainer 33 is advanced, the elevating bed 2 elevated. In this condition, the clamped paper sheets 1A are pulled out to be fed for the next process step. By similarly repeating the abovementioned steps, the paper sheets may be fed bit by bit.
