According to the present invention, disclosed are a digital broadcasting system robust to channel changes and noises, and a data processing method thereof. A receiving system of the digital broadcasting system includes a baseband processor unit, a management processor unit, and a presentation processor unit. The baseband processor unit receives a broadcasting signal including mobile service data and main service data. The mobile service data forms a Reed-Solomon (RS) frame, and the RS frame includes the mobile service data and at least one piece of signaling information data to describe level information of the mobile service data. The management processor unit parses the signaling information data from the RS frame to acquire the level information of the mobile service data, compares watching limit level information set by a user with the acquired level information, and determines whether watching of the mobile service data is limited. When watching limitation of the mobile service data is determined, the presentation processor unit blocks the mobile service data.
