PURPOSE:To remove residual toner even from the edge part of a thin line or solid image by arranging a toner moving member at the upstream side of a magnetic brush forming means. CONSTITUTION:An electrophotographic copying machine is equipped with an electrostatic charger 1, an exposing device 2, a magnetic brush unit 3, a transfer device 4, a separating device 5, a fixing device 6, a photosensitive drum 7, a paper feed roller 8, a toner moving device 13, an AC bias power source V, etc. The magnetic brush unit 3 functions as the magnetic brush forming means for a magnetic brush cleaning device and a developing device and is so operated as to form one image in two turns of the photosensitive drum 7. The toner moving member 13 moves residual toner sticking onto the photosensitive drum 7 on the whole before it is removed by the magnetic brush forming means to erase an intense electric field due to edge effect and also separate the majority of the residual toner from the photosensitive drum 7.
