PURPOSE:To obtain a nearly constant discharge voltage and a good-quality machining surface by providing a capacitor which is sufficiently larger than a floating capacitance across poles, in series between a part across poles formed by a pole and a workpiece and a DC power source. CONSTITUTION:The value of a coupling capacitor 9 provided between an in- circuit switching element 2 and a part across poles 6, is made sufficiently large in comparison with a floating capacitance 8. Thereby, as for the characteristic of an output voltage with respect to variation in the floating capacitance 8, it becomes negligible since the value of capacity of the coupling capacitor 9 is sufficiently large with respect to the variation in the floating capacitance 8. As a result, extremely stable output voltage characteristics can be obtained, enabling a good-quality and uniform machining surface to be obtained due to the stable machining power source. Also, a tuning system which makes a switching frequency variable can be eliminated, supplying a low-cost power source.
