PURPOSE:To output various sizes of picture data by converting a picture signal read in to an intermediate code, storing it at a picture memory and performing the density conversion of a picture information just before or under communication. CONSTITUTION:The picture information that is read by a picture reading part 1 is converted to a run-length code (an RL code) by a run-length encoder 6 and is stored at a picture memory 4. The RL code is the intermediate code that is generated in the process of conversion to an MR code and an MMR code. When under transmission, the RL code that is read out from the picture memory 4 is inputted to a picture element density conversion circuit 7 and the conversion to convert the length of the RL code in the main scanning direction and the conversion in the sub-scanning direction by the thin-out of a scanning line are executed. When the same size of the picture as in the reading is recorded at a receiving side, it is possible to convert the picture information with a high density to the one with a low density and when the picture with the same density as in the reading at the receiving side is recorded, the size of the picture is converted to a smaller one.
