PURPOSE:To obtain an optimum communication mode by sending a receiving capacity informing signal corresponding to an output function as a first step, resending a receiving capacity communicating signal corresponding to designated output function, and changing communication mode basing on this. CONSTITUTION:A transmitter 100 sends a call signal 1 to a receiver 200. The receiver 200 has plural receiving capacities, and on receiving the call signal 1, transmits the first receiving capacity informing signal 12 that shows capacity of highest frequency of use. The transmitter 100 compares the informing signal 12 and own capacity and demand of a user, determines an optimum communication mode, and sends out the first communication mode designating signal 13. When the receiver 200 judged that the designating signal 13 is the most suitable, the receiver transmits a preparation for receiving confirming signal 14 reporting to the effect. When it is judged that the designating signal 13 is not an optimum mode, the receiver sends out the second receiving capacity informing signal 16 that shows other capacity. The transmitter 100 determines final communication mode and transmits the second communication mode designating signal 17. The receiver judges that this is the most suitable and sends a preparation for receiving confirming signal 14.
