PURPOSE:To prevent useless consumption of power by comparing the revolutionary signals that correspond to a vertical synchronizing signal and the revolution of a rotary shutter by a synchronization-detecting circuit to supply power to an image forming part only when a coincidence is detected by said circuit. CONSTITUTION:When an optional shutter time is set by operating the dial of the rotary shutter 1, the input terminal S1 of a control circuit 40 turns on, and the power is supplied to a clock pulse generating circuit 45, an image pickup element driving circuit 46, a servo driving circuit 41, a synchronization- detecting circuit 50, and a phase detecting sensor 32, and the device becomes in operating state. By the action of the servo driving circuit 41, a motor 26 is driven to rotate the rotary shutter 1, and the luminous flux for image-picking up is made incident on an image pickup element 23 through an aperture. While the shutter 1 is in starting phase, a switching circuit 54 remains in shut-off state, but when the normal revolution is attained, the switching circuit 54 turns on, and the power is supplied to the circuit units of recording system, finder view system, etc.
