PURPOSE:To attain the connection with a PAL system video equipment together with the video equipment of the NTSC system by selecting the PAL or the NTSC system depending on the setting of the PAL/NTSC system switching means. CONSTITUTION:When a color composite video signal (b) is in the NTSC system, an RGB signal of a personal computer television set is encoded to a chroma signal (k) of the NTSC system, a chroma signal (i) by the video signal (b) and a chroma signal (k) by the RGB signal are superimposed, and a luminance signal (h) by the video signal (b) and a luminance signal (j) by the RGB signal are superimposed to obtain a composite video signal (r) of the NTSC system and an HD signal (t) of the NTSC system and a VD signal (u), which are recorded on a VTR. According to the PAL/NTSC comparible digital telopper, both the video output of the NTSC and PAL system is obtained.
